Do /etc/passwd and /etc/shadow need to have certain permissions? I'm working on my custom initrd and I can't get to an emergency shell because sulogin can't open the password database

After switching to doas, I am almost certain that sudo must have some autocompletion! I have never typed my password wrong that many times before the switch.
