Would it be possible just using a raspberry pi and the appropriate wiring, or some sort of clip that lets me connect the SPI flash to the pi's GPIO pins? Or do I need something more complex

sphalerite: AFAIK, a SBC like raspberry pi or beagle bone + SOIC-8 clip is all you need

I read yesterday that it is possible to mod those clips for the type of SPI package I have, I'll probably try it since I ordered two (at the price, it was easy to order more than one kind, in case one was better than the other)

the raspi thing sounds risky to me, or at least you have to very carefully check that the target board isn't 1.8V while the raspi is 3.3V iirc?

haven't read on it much or tried it yet, maybe I'm missing something, but there are multiple sources describing equivalent setup

but yes, I think you're right, I seem to remember something about 1.8V and needing another board in-between to handle it properly (for an atom device)

ok, apparently the article is about thinkpad x60 which is 3.3v

but I'd expect a modern ARM thingy to use 1.8v pretty much everywhere

I don't have the time to find the actual things I found, but from a light googling, the CH341A programmers or clones were recommended for 1.8V
