Anybody know if there is a nix invocation that will set up the `/nix/var/nix/{gcroots,profiles}/per-user/$USER` directories but is a no-op otherwise?

Where do we these `-isystem` includes? Is it `...CXXSTDLIB_COMPILE` or something similar? Perhaps their order is wrong? (CC Ericson2314 dtz)

I suspect that we are construcing include directories wrong; we have the `gcc-8.3.0/include/c++/8.3.0` paths last, but I think that those header files require that the C stdlib's header files (e.g. musl's) are last so that `include_next` works.
