nixos is a linux distribution built around that, pushing as much configuration as possible to the package manager

leaving just a very limited set of imperative steps, which are mostly atomic, to configure or "activate" it

which nix was recently ported to (build wise - long way to go before it's functional)

now nix-darwin implements the steps for more general unixy things that don't conflict with the macOS system and only runs those
