i am currently trying to setup a pi with the aarch64 image, but I am failing to get openssh to start

first time nixos, so maybe some other faults, but what I did: flash new image, boot, edit /etc/nixos/configuration.nix

added services.openssh.enabled = true; and ran nixos-rebuild switch

rebuild runs oom, add swap, run again, finishes, but sshd is not started

there is also no symlink in /etc/systemd/system/multi-user.target.wants
