hmm, I guess that makes sense but I don't know if I trust application developers to reliably fall back to defaults if it's unset. I guess if they're checking the variable they probably care though

The more common problem in my experience is programs that only use the default and ignore the variable.

the most common problem is developers ignoring the spec completely and using the home directory :(
