It might be considered a rivalry to the NixCon T-Shirts. Therefore, I'm only able to sell hoodies if it's approved by the org.

We do not sell anything there. Each attendee gets a t-shirt.

My person opinion is: If you sell it for no markup or very little with transparent pricing and/or donate the revenue to the NixOS foundation it is fine. We are simply not a merchant event.

I'm planning to buy 100 pieces (in order to get bulk discount). I can only bring a small fraction of those to NixCon -- I think around 25 pieces. I would sell them if people approach me and there would be a small revenue per piece, such that I'm even if I sold 75 pieces at some point. I do this because I expect to sell the rest over the years to other people I know.
