hey i'm just starting out with home-manager and i have a philosophical question. what is the intended use case for using home-manager to manage package installations (as opposed to configurations)?

in fact, what is considered best practice if your install is per-user? to use home manager or to use Nix's own capabilities? or is there some added functionality/integration enabled by using home-manager to manage installations and configurations?
