xdg.configFile."gh/hosts.yml".target = "/run/..." didn't do what I was hoping for.

colemickens: the example for home.activation seems to do something like that. It also adds the target to the nix-store, but you can just skip that.

hm. is there some reason we don't have a "module" for it? It seems strange that we have multiple mechanisms for creatign regular files and symlinking them into $HOME, but not a way of specifying the target manually for that symlink....
