I managed to get a nix.exe using msys2+pacman+./bootstrap-meson.sh but I had to hack at a lot of things, and I don't think this is how it's being built now since I ended up enabling a bunch of things that were disabled for windows. The vm image is on its way, so I'll find out more sometime.
